I've noted on my Mini... the bulbs are down and then "look up", but the range of the headlamps appears to be about 100ft in front of me. This is fine when I'm cruising in town... but limited when at Highway speed.
Is there a quick adjustment I can do?

Yes, your headlamps can be adjusted. From your limited description I'd say you have the xenon headlamps with the self-levelling feature. How about more info like the model & year of your car & a pic of the front so we can see which headlamps?

07 MC S with xenon I assume, but my turn lamps are amber? When I start the car they rise and settle.

This is normal for the self leveling Xenons when you start up.

I've noted the headlamp assembly is mounted with 4 attachment points of which three have angle adjustment like a foot on an appliance.
I think the leveling function cancels out any changes to vertical and can't be changed with these leveling feet.

I think the leveling function cancels out any changes to vertical and can't be changed with these leveling feet. FYI That's not true. The self-leveling adjusts off of an attachment to the rear axle. If you adjust where they lights sit when the car is running then that is where they will stay until the self-leveling adjust for road conditions.
